Promovierter Diplom-Physiker mit Projekterfahrung in den Ländern der Europäischen Union und weltweit bei der Konzeption und Bewertung von Politiken der Energieeffizienz, der Erneuerbaren Energien und der Klimapolitik. Seit 1991 wissenschaftlicher Mitarbeiter im Competence Center Energiepolitik und Energiesysteme, 2001-2011 stellvertretender Leiter dieses Competence Centers. Seit 2012 Leiter des Competence Centers Energiepolitik und Energiemärkte.

  • Projektkoordinator zahlreicher internationaler und nationaler Studien zur rationellen Energienutzung, zum Klimaschutz und zu Erneuerbaren Energien. Technischer Koordinator des ODYSSEE-MURE Projekts für Energieeffizienzindikatoren und -politiken (www.odyssee-mure.eu). Technischer Berater der EU-Kommission, u. a. für die Umsetzung des EU Emissionshandels (Benchmarking), der EU Effort Sharing Decision, der EU-Richtlinie zu Energiedienstleistung sowie deren Nachfolger, der EU Energieeffizienz-Richtlinie. Beratung für mehrere internationale Organisationen in diesen Bereichen wie Weltbank, Internationale Energieagentur, UNIDO etc. Internationale Erfahrung in Asien (Thailand, Malaysia, Indonesien, China, Südkorea), Ost- und Südosteuropa (Serbien, Russland), Nordafrika (Marokko, Ägypten, Tunesien, Algerien) und Süd-/Mittelamerika (Mexiko, Brasilien, Chile).
