Evaluation of the BMFTR specialist programme "The Future of Value Creation – Research on Production, Services and Labour" (2021–2025)

The aim of the project is to evaluate the BMFTR’s specialist programme ‘The Future of Value Creation – Research on Production, Services and Labour’ (ZdW) on the basis of the relevant funding measures and approved projects. According to the terms of reference, the focus is on accountability in accordance with an impact and cost-effectiveness analysis pursuant to Section 7(2) of the Federal Budget Code (BHO) in conjunction with VV-BHO No. 2.2 relating to Section 7 BHO. The entire ZdW programme is to be examined. In addition, an in-depth evaluation of selected funding measures will be carried out.

Building on the ex-post analysis, recommendations for programme management and development are to be derived in the spirit of an ex-ante evaluation, covering the instruments employed, data-driven monitoring of target achievement, the transfer and utilisation of research results, and obstacles to achieving the objectives

Desk research, online surveys of all (sub-)project leaders including control group surveys, interviews within the framework of two areas to be examined in depth (action area ‘Circular Value Creation’; SME and small business support), cost-benefit analysis, literature and patent analyses, web crawling, comparison of international funding programmes, analysis of the profi database, scenario development using horizon scanning, diffusion/maturity analysis via ISI survey on production modernisation, Delphi survey in two rounds with stakeholders, experts, etc.
