Ex-post evaluation of the programme "Verbändeförderung"

The funding programme "Verbändeförderung" (project funding for NGOs) aims to "strengthen public awareness of and commitment to environmental protection and nature conservation". The programme is implemented jointly by the Federal Environmental Agency (UBA), the Federal Agency for Nature Conservation (BfN) and the Federal Ministry for the Environment (BMUV).

The evaluation looked at the funding period 2008 to 2020 and analysis the relevance, effectiveness and the efficiency of the programme.

The evaluation examined the funding programme in the period from 2008 to 2019 and focuses on the following aspects:

  • Fit of the programme: in particular the relevance of the funding and the evaluation of the application procedure and the programme management.
  • Achievement of objectives (Output): The evaluation analysed the achievement of objectives and target groups.
  • Effects on programme participants (Outcomes): Focused on the effects on the directly involved parties: project participants, funded organisation and funding authorities.
  • Sustainability and broad effects (Impacts): Examined the mechanisms that contribute to the dissemination of project results and their uptake and use by the public or specific target groups.

The evaluation was based on a mix of methods consisting of quantitative and qualitative approaches as well as reactive and non-reactive techniques: Reconstruction of the programme's impact model; guided interviews with five programme managers, 14 selected federation representatives and five programme managers of comparable programmes; a survey addressing all 499 project managers; 15 case studies including an assessment of the programme documentation and interviews with consultants of the authorities, project managers and project participants or multipliers; a specialist workshop dealing with the topic of monitoring and evaluation in funding programmes.
