Dr. Aaron B. Rosa

Aaron's work operates at the intersection of futures studies and foresight methodology, participatory governance, and science-technology-innovation policy

Participatory and citizen-centred foresight remains central to his practice. Through projects such as YouthDecide 2040, FLOW, CIMULACT and ongoing research, he develops and evaluates methods for incorporating diverse public and stakeholder perspectives into policy makign processes and exploring how citizen input shapes orientation knowledge and policy priorities.

European R&I foresight constitutes a major applied domain. He has contributed to scenario and Delphi exercises informing EU Framework Programmes and currently supports the Eye of Europe foresight community and European Topic Centre on Sustainability Transitions.

He has contributed to scenario development for complex policy challenges spanning topics that include migration, pandemic preparedness and public health, global governance, advanced digitalisation, research and technology infrastructures, and sustainable production/consumption systems. His methodological research examines how immersive and mixed-reality systems can democratise futures creation.

Throughout, Aaron's scholarship connects reflexive innovation theory with practical tools for anticipatory governance, seeking to strengthen the legitimacy and effectiveness of participatory futures processes.
