Dr. Anna Billerbeck

Dr. Anna Billerbeck has been working at the Fraunhofer Institute for Systems and Innovation Research ISI since June 2019. Since February 2026, she has been working as a researcher and project manager in the Climate-Neutral Buildings business unit of the Energy Technologies and Energy Systems department. Previously, she worked in the Renewable Energies business unit in the Energy Policy and Energy Markets department. She is involved in national and international research and consulting projects, primarily for the Federal Ministry for Economic Affairs and Energy and the European Commission.

Her research focuses on designing and analysing energy system scenarios and transformation pathways. Additionally, her work focuses on energy market design, financing concepts, and social preferences within the context of the energy and heat transition. Her methodological focus is on energy system modelling, socio-economic analysis, and the qualitative and quantitative evaluation of policy measures.

Anna Billerbeck completed her doctorate on the topic of »District heating in a climate-neutral energy system - Modelling of transformation pathways and implications for policies« (Dr. phil.) at the University of Freiburg n May 2024. During her doctoral studies, she spent two months working as a visiting researcher with the Energy Economics and Modelling Group at the Technical University of Denmark. She wrote her master's thesis at the Fraunhofer ISI on »Analysis and evaluation of alternative premium models in auctions for the support of renewable energies in Germany«. She studied energy economics in Darmstadt and, before that, industrial engineering in Mannheim. During her studies, she interned at the Solar Valley cluster of excellence and the Fraunhofer Institute for Material Flow and Logistics IML. In addition, she worked for two years as a working student at the independent metering point operator acteno energy GmbH.
