Accompany research on FONA strategy

For the accompanying research on the FONA- strategy three expert organizations from the areas impact, sustainability and transformation research have joined together, i.e. Fraunhofer ISI, Prognos AG and ZALF. On the basis of their knowledge of impact measurement and impact monitoring new methods and tools to determine the long-term SDG impact of the FONA strategy will be developed or existing methods and tools adapted. In addition to the methods of impact assessment the web-based data collection procedures, modelling as well as future-oriented context and impact scenarios will be used. Through the exchange and accompanying measures with the professional communities we make a contribution to the coordination of the actors on the strategy level and deliver "strategic intelligence" in order to support FONA's contribution to the achievements of the goals of the agenda 2030 and the German sustainability strategy (DNS) in the context of a complex impact structure.

The project pursues three objectives with three corresponding examination angels:

  1. Combining proven methods of impact measurement and impact monitoring with methodological developments in order to determine the impact of FuEul- (research-, development- and innovation-) strategies; hereby FONA's short-/medium term contribution can be read off on the micro- and meso level.
  2. Joining impact monitoring with future-oriented knowledge in the shape of context and impact scenarios in order to gauge FONA's long term contribution to the achievement of the goals of the agenda 2030 and the German sustainability strategy (DNS).

Delivery of "strategic intelligence" for the development of FONA by identifying existing bottle necks of the achievement of objectives and analyzing of the processes on the strategic level and the reconciliation of the different FuEul- (research-, development- and innovation-) stakeholders in the frame work of the innovation system.

The accompanying research uses different qualitative and quantitative as well as reactive and non-reactive data collection procedures. In particular these are online surveys, expert interviews, focus groups, dialogs, workshops, publication analyses (networking), text mining, funding announcements (thematic trends), modelling, evaluation of European funding data, screening of municipal and country activities on the participation of FONA actors, web crawler (e.g. linkages, ORBIS), context scenarios and robustness test, screening of future assumptions (explicit, conclusive) regarding intended impacts, ex ante impact assessment, topic modelling.
