The project BUSINESS2ACT supports companies in their clean energy transition by providing harmonised tools, templates and methodologies for the adoption of Energy Management Systems and for the uptake of energy efficiency and renewable energy measures.

Until now, the EU Energy Efficiency Directive only required large companies to carry out energy audits or implement an EnMS. The new Energy Efficiency Directive (EU/2023/1791) replaces this size criterion with consumption thresholds: companies with an average annual energy consumption of between 10 and 85 TJ will in future be required to carry out an energy audit; an EnMS becomes mandatory from 85 TJ upwards.

This presents two key challenges:

• For Member States: How can the companies now subject to these obligations be reliably identified, particularly SMEs that have not previously been the focus of regulation?
• For companies: Many do not know whether they are affected, nor how they can translate the new requirements into economically viable measures.

BUSINESS2ACT aims to motivate companies not only to comply with their obligations, but also to take strategic action.

The Fraunhofer ISI will focus on the following areas within the project:

• Analysis of existing funding programmes and policy measures to support the implementation of energy efficiency measures in businesses (at EU and Member State level)
• Development of a methodology for identifying companies subject to obligations in accordance with the consumption thresholds of the new EED (Art. 11) from the perspective of both companies and EU Member States
• Formulation of policy recommendations for incorporating the project results into national and European regulatory frameworks
