Project

ODYSSEE-MURE - Monitoring the EED-Recast

The project, which is supported by the LIFE programme of the European Commission, relies on two complementary databases:

  • ODYSSEE contains detailed energy efficiency and CO2 indicators with data on energy consumption, their drivers (e.g. activity indicators) and related CO2 emissions.
  • MURE provides quantitative and qualitative information on energy efficiency policies implemented at EU or national level.

Building on its 30-year history, ODYSSEE-MURE provides a comprehensive monitoring of energy consumption and efficiency trends as well as an evaluation of energy efficiency policy measures by sector for all 27 EU Member States, the EU as a whole, Switzerland and the Energy Community Contracting Parties (Albania, Bosnia-Herzegovina, Georgia, Kosovo, North Macedonia, Moldova, Montenegro, Serbia, and Ukraine), which are striving for closer relationship with the EU.

In the period 2025-2027, the project ODYSSEE-MURE focuses on supporting the national implementation and monitoring of key provisions of the Energy Efficiency Directive recast (EED, (EU)2023/1791).

To provide results in an interactive and attractive way for policymakers, stakeholders, researchers and all other actors involved in the field of energy efficiency, the project develops specific data and policy tools based on the two databases. The originality of the project is to cover all sectors and end-uses with a homogeneous and harmonised approach and thus provide an overall picture of energy efficiency trends and policies.

Fraunhofer ISI is the main coordinator of the project and technical coordinator of the MURE database.
