Heating Transition in Existing Neighbourhoods – Co-productive Integration of Urban Regeneration Processes and Implementation Strategies for Municipal Heating Planning

The transition to sustainable heating in existing neighbourhoods is progressing only slowly. Despite municipal heating plans (KWP), there is often a lack of concrete implementation pathways, coordinated investment decisions and public acceptance. The KOSA-KWP project therefore aims to support the implementation of the KWP in two existing neighbourhoods in Bremen and Freiburg through urban regeneration measures in accordance with the German Building Code (BauGB), and to develop potential solutions tailored to the needs of the relevant stakeholder groups.

By closely linking with two ongoing regeneration processes, the project explores how the legal framework for regeneration can contribute to the implementation of heating planning. Through collaborative processes involving municipal actors, building owners and energy suppliers, suitable technical tools, economic incentives and participatory formats are being developed. Through a ‘heating transition-compatible' refinement of the regeneration law, the aim is to achieve a neighbourhood-based transition of the heating supply that is both efficient and socially acceptable. In the context of this research project, legal, technical, and governance-related instruments are examined in their combination.

The work of Fraunhofer ISI focuses primarily on techno-economic aspects (Department E) as well as on questions of governance of local processes (Department P).
