Monitoring, evaluation and future development of the BMUB programme "Climate adaptation measures in the framework of the German adaptation strategy (DAS)"

The programme "measures for climate change adaptation" exists since 2011 and is part of the German action plan for climate adaptation (APA) and implements the German strategy for climate adaptation (DAS), The aim of the programme is to foster the capacities of societal actors on local and regional level to adapt to the changes induced by climate change. More specifically, the following measures are funded:

  • Adaptation concepts for companies
  • Development of training modules on climate change and climate adaptation
  • Flagship projects of local authorities focusing on local and regional cooperation

The evaluation aimed at analysing the success factors and barriers of the projects and the impacts of the programme. the analysee comprised 45 projects that had received funding between 2012 and 2015. The evaluation was based on a literature review, the analysis of programme data and approx. 35 interviews with projects' responsible.

 

The assignment comprised the following work packages:

  • Setting up a steering committee and support to the programme implementation; organization of regular networking events. (adelphi)
  • Evaluation of programme with a focus on the success factors and barriers and the effectiveness of the programme. The analysis was based on approx. 45 projects that had been implemented between 2012 and 2015. (ISI)
  • Communication and PR of the programme (adelphi)
  • Elaboration of recommendations for the future development of the programme (adelphi, ISI)

 

  • Literature review
  • Review of programme and project data
  • Analysis of monitoring data
  • Interviews with project stakeholders (35 interviews)

 

  • Evaluation of success factors and barriers and the effectiveness of the programme
  • Preparation of brochures and thematic fiches, including project experiences and good practice examples
  • Elaboration of recommendations for the future development of the programme
