Background
To enhance the competitiveness of the EU biotech sector, the European Commission has proposed the Biotech Act, a legislative package comprising a range of targeted policy interventions. This project provided the European Commission with an impact assessment evaluating the anticipated outcomes of the proposed measures.
Drawing on both quantitative and qualitative evidence, the project assessed the impact of 17 identified policy interventions. A cumulative impact assessment was then developed to provide an overall evaluation of the combined effect of all interventions, accounting for the interactions between individual policies. Finally, a monitoring framework was proposed, comprising an extensive set of indicators — covering outputs, results, and impacts — to support the evaluation of these policies should they be implemented.
The project was carried out by a consortium comprising PPMI (part of the Verian Group) and Fraunhofer ISI. Fraunhofer ISI produced half of the policy intervention reports, drawing on its expert knowledge of red and green biotechnology, and led the development of the monitoring framework.
Objective
The overall objective is to provide the European Commission with an evidence-based impact assessment of the proposed Biotech Act, which informed the Commission own analysis of the Biotech Act. This evidence will support the ensuing deliberations among the EU institutions involved in the legislative process.
