Study on biobased and other non-fossil content requirements for products (BioTargets)

The bioeconomy is key for maintaining the EU’s industrial leadership and making the EU economy more resilient. The bioeconomy can reduce the dependency on fossil fuels while unlocking new business opportunities. At the same time, it contributes to the circular economy and supports a more sustainable pattern of production and consumption.

The European Commission has launched several initiatives that will contribute to releasing the full potential of biotech and biomanufacturing, among them the option to set minimum bio-based content requirements in specific product categories and in public procurement, to stimulate the demand and market uptake of bio-manufactured products. With the aim to accompany and support the Commission’s work on stimulating the uptake of biobased and non-virgin-fossil carbon products to support EU-based production and lead markets, DG GROW has commissioned a study to a team led by Fraunhofer ISI.

The objectives of the study are:

  • To provide a solid knowledge base of the state-of-play in the EU bio-based industries, markets, and frame conditions for the relevant feedstocks and product groups
  • To identify product groups with sufficient potential to increase the use of biomass and use of non-virgin-fossil feedstocks
  • To identify and characterize options for setting [minimum] bio-based content requirements and other alternative non-virgin-fossil content requirements or incentives in these product groups
  • To analyze the feasibility, efficiency and most effective use of different options
  • To carry out an impact assessment of different options
  • To derive policy recommendations on feasible, efficient and effective policy options and adequate policy combinations
  • To deliver a tailor-made, tested and iteratively improved methodological framework as support to impact assessments in future legislation in the sector
