Strengthening Strategic Foresight in Government
From policy advice to anticipatory capacity
Fraunhofer ISI supports the OECD's Observatory of Public Sector Innovation (OPSI) by helping governments to develop and establish strategic foresight and anticipatory governance capabilities. As part of this collaboration, the research group Foresight for Policy and Administration provides expert support for the OECD's work with its member and partner countries, including carrying out diagnostic assessments of foresight maturity, offering advice on governance and coordination mechanisms, creating tailored frameworks and toolkits, providing capacity-building and training, and facilitating foresight processes. The work continues original research into the institutionalisation of foresight in government. This line of research has improved the conceptual and empirical understanding of how foresight functions become embedded in public administrations, from governance arrangements and organisational anchoring to the incentives, capacities, and cultures that determine whether or not futures thinking informs decision-making.
