The Future of Cybersecurity in Germany

Which cybersecurity-specific threats could the Federal Republic of Germany face over the next ten years? Which areas should receive particular protection in light of these potential threats? And what approaches can be taken to counter these risks?

To address these questions, an environmental analysis and horizon scanning were first carried out to identify key factors likely to shape future cybersecurity. Building on this foundation, four exploratory scenarios for the year 2040 were developed using the scenario sprint method. These scenarios were then assessed in terms of opportunities and risks for Germany’s cybersecurity.

Selected experts and stakeholders from the Cyber Agency were actively involved in the scenario process as well as in a Delphi survey. Finally, cross-cutting challenges emerging from the scenarios were identified and discussed in an internal strategy workshop at the Cyber Agency, with a focus on necessary actions and potential courses of action.

Commissioned by the Cyber Agency, this study explored future opportunities and risks for Germany’s cybersecurity through a combination of trend and environmental analysis and scenario planning
