Project

GRETA - GReen Energy Transition Actions - Fraunhofer ISI

The GRETA project aimed at gaining comprehensive insights into how citizens can be more effectively and meaningfully integrated into the energy transition. This involved determining drivers and barriers to energy citizen engagement that go beyond politics and political regulations, including financial resources, access to technologies and information, and participation in decision-making. Unequal access to these factors, lack of material or social resources and a lack of recognition leads to exclusionary practices and hinders people in their ability to act. GRETA asked questions about the kind of environment that gives citizens the opportunity to act, both individually and collectively, to shape a more sustainable future without forms of exclusion and an unequal distribution of power.

  1. Provide a framework that defines and characterizes aspects of the structural and dynamic emergence of “energy citizenship“ (active public participation) at different geographical levels
  2. Identify and describe phenomena of citizen exclusion at different levels of society
  3. Develop and test behavioral strategies that empower citizens to act by improving the communication and sharing of energy data (e.g., via the digitalization of energy systems)
  4. Derive empirically-driven policy recommendations to improve policy-making at regional, national and international levels – for the emergence of (more) energy citizenship in the EU
