EUKI GreenHorizon CEE

GreenHorizon CEE is a project that focuses on strategic carbon management in Central and Eastern Europe. It emphasizes careful planning to maximize climate and socio-economic benefits while avoiding over-reliance and ensuring effective implementation. The project also enhances awareness and capacity to drive impactful industrial carbon management in the region.

 

Carbon Management (CM) is crucial to achieving climate neutrality in Central and Eastern Europe (CEE). Countries such as Romania, Latvia, Poland and Bulgaria have potential to implement CM but face challenges such as limited understanding, governance gaps and low public awareness.

The European Green Deal, the European Climate Law and the National Energy and Climate Plans (NECPs) call for effective and transparent solutions to combat climate change that balance ecological and social aspects. This project supports capacity building for CM solutions that ensure this balance and contribute to the decarbonization of the CEE region and its particularly affected areas, including Just Transition regions, to meet the EU's climate targets.

 

The project strengthens Carbon Management (CM) in Bulgaria, Romania, Poland and Latvia by building the capacities of institutions and civil society.

The key measures include:

  • Research to improve understanding of CM,
  • Capacity building and knowledge exchange between authorities and civil society,
  • Development of monitoring models to measure the effectiveness of the project,
  • Raising awareness and co-creating CM strategies with local communities and authorities.

Capacity building workshops engage government agencies, civil society and business actors to enable them to implement CM strategies with social and environmental protection measures.

By promoting good governance and transparency, the project ensures that CM initiatives deliver real climate benefits and avoid social risks. This cooperative approach paves the way for effective implementation of CM in the target countries.
