Evaluation of the 2024–2027 Funding Period for the Bavarian Cluster Offensive

The Bavarian Cluster Offensive consolidates the Bavarian State Government’s cluster policies under a unified framework. As part of this effort, statewide platforms have been established and expanded in various key industries and technology sectors to foster collaboration among businesses, universities and research institutes throughout Bavaria. Their aim is to strengthen value chains and the momentum of innovation, and to facilitate the transfer of knowledge.

The Bavarian Cluster Offensive is therefore a key component in the promotion of innovation in Bavaria. As part of this evaluation, expert assessments and conclusions on the success of the fifth funding period of the Bavarian Cluster Offensive will be developed, along with technical recommendations for a potential sixth funding period.

The fifth funding period of the Bavarian Cluster Offensive will end at the end of 2027 and is being evaluated by Fraunhofer ISI. Based on the findings of this evaluation, strategic perspectives and actionable recommendations will be formulated to guide the future development of cluster and network activities and their integration into Bavaria’s innovation policy.

The objectives of the report are derived from two work packages:

1. The Initial Concept for the Individual Analyses of the Cluster Platforms

The study examines how the individual cluster platforms are fulfilling their roles in their respective industry and technology sectors, what services they provide, which target groups they reach, and what contributions they make to the dynamics of innovation and the further development of the Bavarian innovation system.

2. The Initial Concept for Structural Design and Future Development

The goal of this work package is to develop starting points for the organizational, structural and strategic development of the Cluster Offensive, thereby focusing on the initiative as a whole and discussing its integration into Bavaria’s network-oriented innovation support system. New technological trends and developments will be taken into account in this process.
