Analysis of European advisory systems ("Policy for Science")

The core objective of this study is to analyse European advisory systems by drawing comparisons with science councils in selected countries, with the aim of identifying best practices for 'policy for science’. On the basis of such best practices, it will then be possible to consider which starting points can be derived for the potential further development of the SWR’s organisation, remit and competencies within the context of the specific Swiss science and innovation system.

Objectives

The aim of the study is to

carry out a systematic analysis of comparable advisory bodies;
provide an overview of how the various advisory bodies operate and assess their strengths and weaknesses;
identify options for the further development of the SWR within the Swiss science and innovation system;
identify the similarities and differences with the SWR’s international partner organisations; and
formulate possible development scenarios based on the results of a workshop in November 2026

Methods

To carry out the research in a total of eight selected countries – one of which is outside Europe – the study will primarily involve document analysis and interviews (also with target groups). The results of the data collection will be summarised in the form of concise case studies, which will form the basis of the subsequent report. These will follow a structure based on the four fundamental research questions. Normative foundations and system function; Institutional embedding; Composition of counselling services and selection procedures; Quality of output and channels of impact.

The following countries are envisaged for the empirical analyses: Belgium (Flanders), the Netherlands, Denmark, Germany, Austria, Finland, the United Kingdom and South Korea.
