STI Policy in Germany at federal and regional level A comparison of the federal High-Tech Strategy and the Bavarian HighTech Agenda
Analysis of two key STI strategies within the German federal system, focusing on their thematic priorities, governance mechanisms, and implementation over time: the Federal Government’s High-Tech Strategy and its successor strategies (Future Strategy, High-Tech Agenda Germany), as well as the High-Tech Agenda Bavaria. First formulated in 2006, the High-Tech Strategy is the German federal government’s central STI strategy, which seeks to coordinate various R&I activities across ministries. Following a stronger focus on societal challenges and an explicit mission-oriented approach with the High-Tech Strategy 2025 (2018), the High-Tech Agenda Germany (2025) marked a reorientation toward key technologies. The Bavarian High-Tech Agenda (2019) represents a regional R&I strategy that focuses on individual key technologies and was later expanded to include additional elements (High-Tech Agenda+, High-Tech Agenda Transfer).
