Evaluation to assess the status of Bavarian technology funding programmes

In addition to institutional funding for research institutions and universities, the Free State of Bavaria’s technology programmes focus on supporting technology-oriented projects in the Bavarian industry, both as individual projects and in science-industry collaboration projects. The funding portfolio also includes support for technology-oriented start-ups and the validation of research results with a view to the market introduction of modern technologies. The aim of Bavarian technology funding is to support the development and application of new technologies and technology-oriented start-ups with technology-specific and technology-open funding programmes. The impact of these programmes is being evaluated and recommendations for their further development are being prepared.

The evaluation of Bavaria's technology funding programmes includes a detailed review and assessment of the programmes for technology and start-up support that have been active since July 2019. The aim is to analyse the effectiveness of these programmes in terms of their defined objectives and benefits for the relevant target groups, and to develop recommendations for achieving the objectives, as well as for adjustments to the guidelines and programme implementation.

Various methodological approaches are used to achieve the objectives of the evaluation. These include:

  • an analysis of key documents and studies as well as funding guidelines
  • the development of an impact logic including measurement concepts for the programmes to be evaluated
  • the analysis of funding data
  • an online survey among funding beneficiaries
  • guided interviews with experts and intermediaries
  • regular exchanges within the project team and with the client.

Based on the analyses, assessments, and evaluations, data and results are triangulated in order to derive conclusions and recommendations for action for the further development of the programmes. These are included in a results report and discussed with the client.
