External evaluation of the research part of the three public research centres ("Centres de recherche publics") in 2026/2027

The evaluation's main objective is to assess research and innovation performance of the three Luxembourg public research centres (LIST, LIH, LISER) in relation to their legal mandates and institutional strategies. The evaluation of the CRPs is divided into two parts – a self-assessment carried out by each CRP and an external evaluation carried out by Fraunhofer ISI & ESF.

The evaluation has four main objectives:

  • to assess the quality and the impact of the CRP’s research and innovation activities across various disciplines in an international comparison;
  • to assess multidimensional impact of CRP activities, including scientific, economic, and societal contributions;
  • to analyse the appropriateness of the strategy, internal organisation, and governance in achieving the CRP's mission;
  • to formulate evidence-based recommendations for future development, governance, and management

We foresee methodology triangulation (i.e. combining different qualitative and quantitative methods), data triangulation (i.e. using different data sources and contexts) and researcher triangulation (i.e. involving multiple researchers and experts with diverse scientific backgrounds). We will therefore use a broad spectrum of reactive methods (i.e. interviews, focus groups, surveys) and non-reactive methods (bibliometrics and patent analysis) for this evaluation and link these closely to the work of the panels.
