Evaluation toolbox for design-oriented monitoring

The aim of the project is to develop an evaluation and monitoring system to accompany projects selected by the "Fraunhofer-Zukunftsstiftung". The focus here is on the question of the future impact of the funded projects. In addition to legitimizing the funding, the evaluation and monitoring toolbox is also intended to enable those responsible at the "Fraunhofer-Zukunftsstiftung", and the managers of the selected projects, to strengthen those factors that promise a high contribution to achieving objectives and their effectiveness. Conversely, it also identifies stumbling blocks that can inhibit the achievement of objectives and their effectiveness at an early stage. Therefore the focus of the proposed impact monitoring is on a formative evaluation purpose which will be implemented with the participation of the stakeholders.

The aim of the project is to develop an evaluation and monitoring system to accompany projects selected by the "Fraunhofer-Zukunftsstiftung".

In practice several work steps are necessary to develop and pilot the evaluation and monitoring system which are divided into four work packages

In a first step existing approaches of the impact assessment and existing monitoring systems in view of their suitability for the objectives pursued by the "Fraunhofer-Zukunftsstiftung" - the creation of a sustainable social impact through orientation towards the Sustainable Development Goals (SDGs) of the United Nations - are critically reflected.

Based on the work done during the concept phase, a draft for a dedicated monitoring system is developed which is tailored to the requirements of the impact monitoring of the "Fraunhofer-Zukunftsstiftung".

The central component of the first draft are proposals for monitoring criteria and their operationalisation. This draft will be validated in a first stakeholder workshop with the program management of the "Fraunhofer-Zukunftsstiftung".

After defining a preliminary set of indicators including their operationalisations, a next step consists of a pilot application in the funded projects of the "Future Place" funding line.

The pilot phase will be evaluated and the lessons learned transferred into the implementation of the final monitoring system.

In this way, the "Fraunhofer-Zukunftsstiftung" office and programme management will be supported at an early stage in mapping the impact of funding and using its presentation for fundraising activities.

As of programme year 2022 a report including a paper-based toolbox with precise operationalisations, application examples as well as application guidelines will be available as a product.
