Dr. Holger Höfling

Dr. Höfling has more than 10 years of experience as a highly qualified industrial engineer, specialising in energy policy, energy markets and sustainable finance. He has managed a wide range of projects, including economic advisory services for public sector clients as well as in-house business consulting in the private sector. Holger Höfling has led the working group for the conception of an auction system to promote offshore wind energy in the German North Sea and Baltic on behalf of the Federal Ministry of Economic Affairs and Energy of Germany. He has also coordinated a number of projects on electricity market design and renewable support policies including the modelling of electricity systems.
Prior to joining Fraunhofer ISI, Holger Höfling was Senior Economist at the KfW Group, in their business development and research department. Earlier roles are Researcher at the Center for Solar Energy and Hydrogen Research Baden-Württemberg (ZSW), Member of the Expert Staff of German Advisory Council on the Environment (SRU) and Advisor for Energy Policy and Energy Economics at MVV Energie AG. Holger Höfling gained his first professional experience as Product Manager and In-house Consultant at Commerzbank AG. His PhD research focused on electricity market design with high shares of renewable energies, using a model-based scenario analysis.
