Dr. Vicki Duscha

Fraunhofer Institute for
Systems and Innovation Research ISI

Coordinator of Business Unit Climate Policy

Studies of mathematics and economics at the Technical University of Dortmund. 2006-2007 diploma thesis at the Kiel Institute for the World Economy. Since January 2008 she has been a researcher in the Competence Center Energy Policy and Energy Markets (previously: Energy Policy and Energy Systems) at the Fraunhofer Institute for Systems and Innovation Research ISI. From 2008-2012 she was also an external doctoral candidate under the supervision of Professor Ehrhart at the Karlsruhe Institute of Technology (KIT) writing her thesis on „No-lose targets as an option to integrate non-Annex I countries in global emission reduction efforts – A game-theoretical analysis“.

Work focus

  • Design, further development and evaluation of the EU emission trading scheme.

  • Alternative emission trading concepts, e.g. upstream approaches or personal carbon trading models and their implementation

  • Instruments to integrate non-Annex I countries in international emission abatement efforts, e.g. no-lose targets, sectoral approaches or a new market-based mechanism

  • Design of international climate agreements post-2012, especially reduction targets for industrial and developing countries and flexible mechanisms
