Experience

Dr. Schade studied aeronautical engineering at the University of Stuttgart and industrial engineering at the University of Karlsruhe until 1997. Between 1993 and 1996 he worked freelance as a business consultant in the field of computer-aided selling (CAS) and development of knowledge-based CAS systems.

From 1997 until 2005 he conducted research and taught at the Institute for Economic Policy Research (IWW) at the University of Karlsruhe (KIT), Germany. His research focused on integrated assessment of national and European transport policies on behalf of the German Environmental Protection Agency (UBA), the European Commission and the OECD. At KIT he lectured in economic assessment, macroeconomic dynamics and supervised a series of seminars and diploma theses.

In 2001, Dr. Schade was seconded as a national expert to the European Commission
(DG-JRC, IPTS in Seville, Spain) to provide research skills and policy advice in the field of technology policy, competitiveness and employment analysis.

In 2004 he completed his PhD in economics at IWW (University of Karlsruhe) on Strategic Sustainability Analysis of Transport Policies. In the thesis he developed the vehicle fleet, environmental, trade and economic modules of the ASTRA model and applied it to the integrated assessment of European transport strategies.

Since 2005 he has been working at Fraunhofer Institute for Systems and Innovation Research ISI as senior analyst and project leader in the field of transport system research, transport economics, scenario analysis and environmentally integrated assessment of transport, energy, climate and technology policies. In 2008 he was appointed Coordinator of the Business Unit Transportation Systems.


Work Focus

His primary areas of work are: integrated assessment of medium- to long-term strategies in the field of transport, energy, climate, technology and employment. For these fields he provides advice to politics and industry. His research activities include: Development of model- and indicator-based methodologies for integrated policy/strategic assessment (cost-benefit analysis CBA, sustainability impact assessment SIA, strategic sustainability analysis StSA) as well as design and development of system models for regional, national and European policy analyses like ASTRA, INSURE. Focus of these analyses is primarily on the medium- to long-term, indirect effects of policies and industry strategies like growth effects, employment effects, sectoral shifts and diffusion of innovations. Applied modelling methods include system dynamics and input-output modelling.

His second area of work since 2000 is the continuous development and improvement of the integrated assessment model ASTRA for integrated  economy-traffic-energy-environment assessments.

His third focus of activities is on elaborating qualitative and quantitative scenarios for the transport and energy systems until 2030 and 2050 considering the changing societal and global mega-trends. A particular strength is to combine the qualitative scenarios with quantitative results from the applied models.

Dr. Schade‘s fourth area of work is setting-up and developing the new Business Unit Transportation Systems at Fraunhofer ISI.

According to these areas of work, he is/was responsible for the coordination of the EU projects COMPETE, TRIAS, iTREN-2030, GHG-TransPoRD  and ASSIST. He coordinates/d as well the national projects IKEP-Makro and Future of the Automotive Industry  as well as two framework contracts on transport policy assessment e.g. with the European Parliament. Amongst other he worked on the projects ADAM, HOP!, EmployRes, PROGRES, INSURE, MATISSE,PSz-IV, IKEP-Mikro, KlimInvest 2020 and PSz-V.


Memberships

Dr. Schade over six years was a member of the Scientific Committee of the World Conference of Transport Research Society (WCTRS) and is charing the SIG-11 on Transport and Environment of WCTR. He is a member of the Association for European Transport (AET) and the System Dynamics Society. On occasion he is reviewing articles for the Journals Ecological Economics, Transport Policy and Transport Review. He joins Round-Tables of the OECD-ECMT/ITF and hearings at the German Parliament as an invited expert.
