Global Review of Competitive R&D Funding Consultant

The objective of the project is to understand the roles, operational models and identify good practices of competitive R&D programs in both developed and developing economies. The study will be based on a desktop review of existing literature on the topic, interviews with existing fund managers or experts, and case studies of funds in about 8 countries. The findings will draw lessons from the case studies, as well as from existing research on R&D funds, for characteristics like funding objectives, institutional framework, funding instruments, financial model, performance etc. The general findings will assess the implications of various fund models on various innovation ecosystems and institutional contexts. The study will include a set of core good practices to guide the operation of a research funding institution, as well as good practices associated with different fund objectives.
