The European Observatory of the Research Activity of Universities and National Public Research Funding Agencies
In the European Commission's ERA Green Paper, strengthening research institutions is a priority and constitutes one of its "6 axes". Universities together with public research organisations, perform more than 35% of all research undertaken in Europe. Universities also play a crucial role in the integration of the three components of the knowledge triangle (education, research and innovation). Therefore, it is important to monitor the research activity of universities taking into account their relationship with education and innovation activities. In addition, to monitor the research activity will enable to gather some evidence of the effects of the reforms of university on their performance, internal management and governance process.
Against this background, the University Observatory will allow three main research activities (characterisation, monitoring and analysis). Firstly, it seeks to characterise the diversity of the research activity of European Universities that perform excellent research. Secondly, it pretends to monitor the research activity of the university. Finally, it aims at providing data to analyse the factors that influence the excellence of a research university and changing nature of universities over the time.
The study constitutes two main elements: data collection for the European Observatory of Research Universities, and data collection + horizontal descriptive analysis of data on National Public Research Funding Agencies. For this purpose, a template has been developed that includes items which are specifically related to the research activity of universities and which have potential analytical value. The template has a total of 43 items, qualitative and quantitative, organised into five dimensions: (1) Governance and management, (2) Funding, (3) Human Resources, (4) Academic Output and Visibility, and (5) Third Mission.
