Seit 1986: Projektleiter am Fraunhofer-Institut für System- und Innovationsforschung ISI, 1991-2002 stellvertretender Abteilungsleiter, 2002-2004 Leiter der Abteilung Technikbewertung und Innovationsstrategien

Seit Februar 2012 abgeordnet an die Deutsche Hochschule für Verwaltungswissenschaften (DHV), Speyer; sein aktuelles Profil ist zu finden unter http://www.dhv-speyer.de/schmoch/. Er leitet an der DHV den neuen Masterstudiengang "Wissenschaftsmangement".
