Prof. Dr. Rainer Walz studierte Volkswirtschaftslehre und Politikwissenschaften an der Universität Freiburg und der Brock University, Kanada. Promotion und Habilitation in Volkswirtschaftslehre, Friedrich-August-von-Hayek Preis der Universität Freiburg 1992. Wissenschaftlicher Mitarbeiter am Fraunhofer-Institut für System- und Innovationsforschung ISI seit 1991, zuvor Wissenschaftlicher Mitarbeiter der University of Wisconsin und der Enquete-Kommission "Schutz der Erdatmosphäre“ des Deutschen Bundestags. Außerplanmäßige Professur an der Universität Karlsruhe sowie Gastprofessor am Institute for Policy and Management der Chinese Academy of Sciences.
