IEEKN: Monitoring of the Initiative Energy Efficiency and Climate Protection Networks

The project serves to monitor the "Initiative Energy Efficiency and Climate Protection Networks" (IEEKN) launched by the Federal Government. The IEEKN represents one of the central measures of the National Action Plan on Energy Efficiency (NAPE) and is the continuation of the "Initiative Energy Efficiency Networks (IEEN)" which was launched in December 2014.

On behalf of the German Federal Ministry for Economic Affairs and Climate Action (BMWK), the Fraunhofer Institute for Systems and Innovation Research ISI together with adelphi, systematically assesses the reported energy efficiency and climate protection measures of the participating companies in an accompanying monitoring and subsequently verifies them by means of a random sampling. The aim of the monitoring is to provide evidence of the measures implemented within the framework of the networks and the energy and greenhouse gas savings achieved as a result.

 

Along with the expansion of renewable energies, increasing energy efficiency is the second main pillar of the German energy transition. The "Initiative Energy Efficiency and Climate Protection Networks" has proven to be one of the most successful instruments of the National Action Plan on Energy Efficiency (NAPE) and is now in its second phase since 2021.

The thematic spectrum of the networks was expanded to include the topics climate protection, sustainability and energy transition. Therefore, since 2021, networks can report a CO2 savings target in addition to an energy target. The German government and 21 leading organisations of the German economy jointly agreed on the goal of establishing 300 to 350 new networks by the end of 2025, which should save a total of 9 to 11 TWh of final energy or 5 to 6 million tonnes of greenhouse gas emissions.

 

 

In addition to the fundamental review of the effectiveness of the instrument, the monitoring is also intended to show the energy and greenhouse gas savings impact of IEEKN as a NAPE measure and to enable reporting within the framework of NAPE monitoring and under Article 7 EED. Building on this, the project team conducts analyses and prepares annual reports and a final report for the BMWK.
