Act!onHeat

From heating and cooling strategies to action: how public authorities can strategically plan the decarbonisation of the heating and cooling sector and initiate impactful projects

Around half of Europe's energy demand is for heating and cooling, with 75% still relying on fossil fuels. To meet the targets set in the Paris climate agreement, significant and swift changes are necessary. A strategic approach to planning heating and cooling systems serves as a political tool to drive this transition. The European Union has recognized its importance through revisions made in Article 25 of the Energy Efficiency Directive, which calls upon Member States to ensure that local authorities develop regional heating and cooling plans for municipalities with over 45,000 residents.

The objectives of Act!onHeat are to further disseminate and take up the concept and methods for strategic H&C planning, increase its quality and to push the development and implementation of identified measures. To achieve this, the project has developed specialized training programs and established a Support Facility that local authorities can apply to for assistance in strategic heating and cooling planning.
